The bill (Reg. No. 5042) regulates the issues concerning
notarial acts to be effected by the local self-government officials.
The People´s Deputies stated that the bill contradicted the draft new versions of the Law "On Notarial System" (Reg. No. No.1286, 1286-1, 1286-2). In view of the forthcoming reform of the notarial system in Ukraine, the Committee calls for submitting a unified version of the law on the notarial system.
The Committee also drew attention to the conclusion of the Central Scientific Experts Office of The Verkhovna Rada of Ukraine concerning the bill in question.
The experts believe that a new item 6 that supplements part 1 of clause 37 of the Law "On the Notarial System" shall specify that the local self-government officials notarize only the powers of attorney of individuals. The conclusion also admits that increase in the rates of state due will impede realization of the rights and freedoms of the low-income individuals. The enclosed documents fail to substantiate a ten-time increase of the rates of state due.
